What I think Glenn is trying to tell you is that you cannot customize the Elements User Interface - except for the canvas in the Editor which can be changed to whatever color or shade of grey you want. Right-click on the canvas area and make your choice. There has always been a difference of opinion about light and dark modes for Elements. Just so you know, Elements has updated the user interface to a slightly lighter view and has changed the fonts to make it more legible. I suspect most users won't notice the difference.
Others will probably complain about the change. Thanks for your input. It would be helpful if other users who would like to have this support can upvote by hitting the like button on this thread. I swittched from the to version yesterday and the light user interface was a disappointment for me. The dark theme was much more comfortable to the eyes and distracted less from the picture. For a photo editor dark mode is the best option in my opinion.
Even Windows gives the opportunity to switch between light and dark modes. So thank you for passing Hendrikk's request to the team. The font of the menus is more ugly, in my opinion but it's legible indeed, so I can live with that.
Thank you. I feel that I have stepped backwards from my earlier version of Elements. I prefer the dark mode as well. Having worked with various photo editing suites for a number of years, I've always prefered and found a dark background easier to work with. Now I'm retired and have had to update my computer equipment, I too was extremely disappointed to find I now have to edit my photos in Adobe Photoshop Elements with a glaring bright background! I am currently searching now for a more suitable photo editor, unless, ADOBE makes the option at least to chose between a light or dark background including borders and tool menus.
That would give users the option to work in a more comfortable environment. If I'm wrong and have overlooked the options in the settings, please let me know and I'll happily apologise for my oversight. This is no longer a gentle request from users. This is now a much-needed right. So it is about time that software manufacturers caught up with the law. Please Adobe, don't make us suffer any longer! You are not using a browser, you are using a photo editing and organizer software.
The importance of the dark UI is negligible for viewing and editing pictures. Dark UI, especially black, is known to prevent you from judging colors and fooling you about saturation. You'll find discussions about this in the dedicated Adobe forums by expert users. For displaying the editing window for your picture, you can choose the color of the background of your window in floating window mode. For the command UI and menus, users have their own preferences.
There are also well known ergonomic choices for optimizing work places, with relatively big displays at normal distance, with controlled ambiant luminosity to compare the display with printed material.
In that context, middle grey works best, and the luminosity of the display is generally much too high in out of factory displays, requiring hardware calibration. Of course, for editing on small laptops on all sorts of conditions, there can't be a general consensus.
The ADA doesn't require websites to have a dark mode. I just got Photoshop Elements and also discovered that dark mode is not available. I like to request that this feature is made available. Dark mode is a must. The overwhelming brightness of the gui in Elements is attrocious.

Dark mode may work to decrease eye strain and dry eye for some people who spend a lot of time staring at screens. However, there's no conclusive date that proves dark mode works for anything besides extending the battery life of your device. It doesn't cost anything and won't hurt your eyes to give dark mode a try. Used just to show a dark mode interface. It would seem like an easy thing to me to program. It's also a trend. Just turn off the high contrast wehn done I could see doing this if you were working in pse for a few hours in a sittiing. CTRL-I inverts the image on the canvas so it looks normal.
